RCCB Breaker, ELCB and MCB: What Each Does in a DB Box

RCCB vs ELCB vs MCB, answered for a Singapore board rather than a catalogue, including whether an RCCB is mandatory in Singapore and what to do about an old ELCB.

The short version

The one-line version: the MCB protects the cable, the RCCB protects the person, and the ELCB is the older device that used to do the RCCB’s job. An RCBO does both in one. In Singapore an RCCB is required in every home: and if your flat is older, there is a fair chance one was already fitted for you.

Why this page exists

Search rccb vs elcb vs mcb and every result on the first page is a component manufacturer or an overseas electrical-education site. The physics in them is fine. What none of them can tell you, and what an electrician Singapore homeowners can actually call would, is what is required in your flat, whether the device in your board is already compliant, or what to do about the older one you have, because not one of them mentions Singapore.

It is also worth noticing who is answering. Pages written by companies that manufacture protective devices are reliable on how the devices work and structurally inclined towards "consider upgrading". That is worth holding in mind when you reach the section on whether a tripping device needs replacing.

The three devices, in one comparison

They are not alternatives to each other. They do different jobs, and a properly arranged board has more than one of them.

What each device is actually watching for

Overcurrent protection

MCB, miniature circuit breaker. One of the row of smaller switches. Trips on overcurrent: too much load on the circuit, or a short circuit.

What it is protecting: the cable inside your wall, from overheating. Not you.

When it trips: look at what was running. Kettle plus air fryer plus iron on one circuit, or a genuine short.

MCCB is the same idea at a larger scale, which is why it appears in commercial results and not in your flat.

Earth leakage protection

RCCB, residual current circuit breaker. Usually larger, often set apart from the row, with a test button. Trips on earth leakage: current returning by some path other than the neutral.

What it is protecting: a person. That alternative path to earth can be someone’s hand.

ELCB, earth leakage circuit breaker. The older generation of the same idea, still present in many older Singapore flats.

RCBO combines the MCB and RCCB functions in a single device, per circuit, which is why one fault need not darken the whole flat.

Is RCCB mandatory in Singapore?

Yes, in every home: and there are two dates, which is why the answer often sounds confused.

1985: RCCB installation became mandatory for new domestic premises and whenever a property is rewired. That covers most housing built or renovated since. 1 July 2023: the requirement was extended to all HDB flats and private residences, closing the gap for older homes that had never been rewired, see HDB on residual current circuit breakers being required in all homes.

Check the board before you pay anyone. HDB began installing RCCBs in older flats from December 2022 under an exercise slated to run about two years. If there is a device in your board that is noticeably newer than its neighbours, wider than the row of MCBs, and carrying a small test button, it has very likely already been done, at no cost to you. That is a sixty-second look that no page on this search suggests taking.

Why is ELCB no longer used?

Because the newer design catches the fault more reliably. Google asks this twice on this search. The older voltage-operated approach has been superseded by residual-current devices that detect the imbalance between live and neutral directly, which is why every new installation uses an RCCB.

If your older flat still has one

The technology being older is not, by itself, the reason to replace it. EMA has published that a working circuit breaker does not need to be replaced, see EMA: no need to replace a circuit breaker if it works.

What decides it is condition, and there is exactly one test you can run yourself. It is in the next section, and an ELCB that fails it is a genuine problem rather than a fashion one.

The test button

Press it. The device should trip. That is the entire test, it is the only thing on your distribution board a householder is meant to operate deliberately, and it has a clean pass and fail.

Pass: the device trips, the affected circuits go dead, and you reset it. That shows the trip mechanism responds, which is limited evidence: it does not measure trip time or sensitivity, and it does not test the wiring or earthing behind it. Fail: you press it and nothing happens.

A note on frequency: various sources suggest testing periodically, and we are not going to attribute a specific interval to HDB or EMA that we have not verified. Testing it when you think of it, and certainly if you have never done it, is better than a schedule you do not follow. It also costs nothing, unlike a call out fee spent discovering the same thing.

What a failed test means

The protection is not there. Not degraded, not approximate: absent, and you would only discover it at the moment it mattered. This shows up regularly in Singapore home discussion groups, typically in older flats: the ELCB is not working any more, I press the test button and nothing trips.

This is the one genuine reason for an RCCB replacement, and it is a Licensed Electrical Worker’s job, RCCB and DB box replacement covers what that involves.

Can I use RCCB instead of MCB?

No. They are not substitutes. An RCCB will not react to a circuit being overloaded, and an MCB is entirely blind to earth leakage. A board with only RCCBs leaves cables unprotected; a board with only MCBs leaves people unprotected. If you want both on one circuit, that is an RCBO. The same answer applies to using an ELCB instead of an MCB, which Google also asks.

What it means for you: This is why the earth-leakage device and the overload device are not interchangeable: they are watching for different faults. Which one operated tells the electrician which test to run first.

Which device tripped, and what it tells you

This is the practical value of knowing the difference, and it is missing from every comparison page on this search. The device that operated has already narrowed your fault for you.

An MCB tripped

Overcurrent on one circuit. Look at what was running, several heavy appliances at once, or a genuine short in an appliance or its lead. In an older block it can also be the supply rating rather than a fault, which is older-block supply capacity territory.

The RCCB tripped

Earth leakage. The Singapore suspect list, in order: a storage water heater with a degrading element, by some distance the most common, and testable for free by isolating it for a day, as water heater circuits describes; moisture, especially at a ceiling light point after heavy rain; then ageing appliances and damaged insulation.

Everything went at once

Main switch, RCCB or supply. Before assuming it is your board, look down the corridor, if neighbours are affected it is not your installation at all, which is the subject of working out who handles a power outage.

Nuisance tripping and the shared-RCCB problem

If one fault kills your entire flat, that is a board arrangement problem rather than a mystery. Many Singapore boards run a single RCCB covering every circuit, so any earth leakage anywhere takes out everything, including the lighting you need to investigate it.

The remedy is splitting circuits across more than one protective device, or RCBOs per circuit, so a fault isolates itself and the rest of the flat stays live. That is a board upgrade decision rather than a repair, and the moment to raise it is when a board is being changed anyway, or during a full HDB flat rewire, where the board almost always gets replaced.

Does a tripping device need replacing?

Almost never. EMA’s published position is that a working circuit breaker does not need replacing, and a device that keeps tripping is usually doing its job against a fault nobody has found. Replacing it leaves you with the same fault and a smaller bank balance.

Two genuine exceptions, both requiring a test rather than an opinion: a device that will not hold with its circuit completely disconnected, and a device that does not trip when its test button is pressed. What you may and may not do yourself

Yours: looking at the board, photographing it, pressing the test button, resetting a device that has tripped, and switching a circuit off. Not yours: anything inside the enclosure, changing an MCB, fitting an RCCB, touching wiring or terminals. That is electrical installation work restricted to a Licensed Electrical Worker under EMA’s rules on engaging licensed electrical workers.

Buying the device yourself does not move that line, which is worth knowing given that most of the pages ranking for this comparison are selling them.

RCCB, ELCB and MCB questions

What is the difference between an MCB, an RCCB and an ELCB?

An MCB: a miniature circuit breaker, one of the row of smaller switches: trips on overcurrent: too much load, or a short circuit. It protects the cable and the installation from overheating. An RCCB, a residual current circuit breaker, trips on earth leakage: current returning by some path other than the neutral. It protects a person. An ELCB, an earth leakage circuit breaker, is the older generation of that same shock-protection idea and is what you will find in many older Singapore flats. An RCBO combines the MCB and RCCB functions in one device, so a single circuit gets both kinds of protection without taking the rest of the flat down with it.

Is an RCCB mandatory in Singapore?

Yes, in every home. Installation has been required since 1985 for new domestic premises and whenever a property is rewired, and from 1 July 2023 the requirement was extended to all HDB flats and private residences. HDB began installing RCCBs in older flats from December 2022 under an exercise slated to run about two years. That last point is the practically useful one: if you live in an older flat, look at your board before paying anyone to fit an RCCB: a device noticeably newer than its neighbours, wider than the row of MCBs and carrying a test button, has very likely already been installed.

Why is ELCB no longer used, and do I have to replace mine?

The older voltage-operated design has been superseded by residual-current devices that detect the imbalance between live and neutral directly, which is a more reliable way to catch the fault conditions that matter. That is why new installations use RCCBs. Whether yours must be replaced, though, is a different question from whether the technology is current, and the answer turns on condition rather than age. EMA has published that a working circuit breaker does not need to be replaced. What genuinely matters is whether the device still operates: press its test button, and if it does not trip, the protection is not there and that needs a Licensed Electrical Worker.

I pressed the test button and nothing happened. Is that serious?

Yes, and it is the one result on this page that should prompt a call rather than a note to self. The test button exists to prove that the device will operate; a device that does not trip when tested is not protecting anyone, and you will not find out any other way until it matters. This is not a rare situation: it turns up regularly in Singapore home forums, particularly in older flats with ageing ELCBs. It is also, importantly, the one genuine reason to replace a protective device, as opposed to replacing one because it keeps doing its job.

Can I use an RCCB instead of an MCB?

No: Google asks this twice on this search and the answer is that they are not alternatives, they are different jobs. An RCCB watches for current leaking to earth and will not react to a circuit simply being overloaded; an MCB reacts to overcurrent and is entirely blind to earth leakage. A board with only RCCB protection would leave cables unprotected against overload, and a board with only MCBs would leave people unprotected against shock. If you want both functions on one circuit, that is what an RCBO does.

Why does one fault take out my whole flat?

Because your board most likely has a single RCCB covering every circuit, which is a common arrangement in Singapore homes. Any earth leakage anywhere: a failing water heater element, moisture at a ceiling light point after heavy rain, a faulty appliance: operates that one device and everything goes dark, including the lighting you need in order to investigate. The fix is a board arrangement that splits circuits across more than one protective device, or RCBOs per circuit, so a single fault isolates itself. That is a distribution board conversation rather than a repair, and it is worth raising when a board is being changed anyway.

My breaker keeps tripping: should I just replace it?

Almost certainly not, and there is a Singapore government source saying so. EMA published a forum reply titled "No Need to Replace Circuit Breaker If It Works". A device that trips repeatedly is usually operating correctly against a fault that has not been found; replacing it leaves you with the same fault and a smaller bank balance. Worth noting that every page ranking above this one for the device comparison is written by a company that manufactures or sells the devices, which is not a reason to distrust their physics but is a reason to notice whose conclusion "consider upgrading" happens to serve.

What the device that moved tells you Three cases. If the main switch is off, everything downstream is dead and the whole installation is suspect. If the RCCB has moved, the board detected earth leakage, which is a protective device doing its job. If a single miniature circuit breaker has moved, the fault is confined to that one circuit, which is the easiest case to describe and the cheapest to diagnose. Knowing what each device does is only useful if you also note which one moved. This is how the two connect.
