HDB Electrical Loading: What 30A to 40A Actually Changes

The short version

HDB electrical loading is the approved supply rating of your flat: 30A on older blocks, 40A on newer and upgraded ones. It decides whether a new 15A air-conditioner point needs an HDB permit, and it is printed on your own main switch. HDB is upgrading roughly 1,500 older blocks to 40A by 2030, block by block, and the notice letter for your block is the authority on when.

How to check your block in a minute

Two checks, and you should do both because they answer slightly different questions.

One: HDB’s own lookup. The Check Electrical Load of HDB Block service lets you enter your block and read its status directly from the source. It ranks first on Google for this question, which is a fair indication that it is the definitive answer.

Two: your main switch. Open the distribution board, usually near the front door, and read the rating printed on the main switch. It will say 30A or 40A.

Why the two can disagree

Because they are not measuring the same thing. The tool describes the block’s incoming supply. The main switch describes what your unit is currently rated at. A block can have been upgraded while an individual flat still carries older equipment, and a main switch can carry a rating the supply behind it does not support.

For anything where money depends on the answer: a renovation, an induction hob, an air-conditioning quote, have a Licensed Electrical Worker, the electrician Singapore renovations actually depend on, confirm it rather than relying on your own reading of a label.

What ELUP HDB actually means

The Electrical Load Upgrading Programme raises the unit electrical power supply in older HDB blocks from 30 amps to 40 amps.

The scope is stated in a Ministry of National Development written answer dated 7 May 2026: HDB will upgrade the unit electrical power supply from 30 amps to 40 amps for about 1,500 older HDB blocks by 2030. What 30A versus 40A means in appliances, not amps

Rough arithmetic on a single-phase supply puts 30A at around 6.9kW and 40A at around 9.2kW. Treat those as approximate conversions rather than official figures: they are the multiplication, not a published specification.

What the extra headroom buys is the modern combination running together: air-conditioning, an induction hob, a built-in oven, a water heater and a kettle, overlapping at dinner time. A flat on 30A is not incapable of any of those individually.

It is about simultaneous use

This is the part that surprises people. Nobody runs everything at once, and installations are designed on the assumption that they will not, which is why a 30A flat can own high-power appliances quite happily and still trip on the one evening when the aircon, the oven and the kettle coincide. The 15A permit rule

This is the most consequential rule on the page, and HDB states it plainly: flats without higher electrical loading require an HDB permit to install new 15A power points for air-conditioners or other higher-capacity appliances, see HDB renovation guidelines for electrical works.

So the permit question is decided by your loading status, which is why checking it comes before designing anything. It is also why the aircon isolator and its power point starts with the same question.

The 1994 cutoff and the Main Upgrading Programme

HDB’s guidance ties higher loading to blocks completed on or after 1 January 1994, or blocks that have been through the Main Upgrading Programme, where the incoming electrical supply was also upgraded. If your block falls into either category, you generally have a 40a supply and are in the higher-loading group.

Do not infer it from the age of your flat alone, though, consumer guides circulate conflicting rules of thumb about which era has which rating. Check the tool.

What the upgrade day is actually like

Expect your supply to be interrupted for part of a day, and expect written notice of the dates. This is the part no government page describes and no commercial page bothers with, so it comes from residents who have been through it and posted about it.

The reported pattern: households are notified in writing of the downtime dates closer to the works, and the changeover itself takes a portion of a day per unit. Plan for it exactly as you would for any planned outage, the fridge, anyone working from home, and above all anyone relying on mains-powered medical equipment.

Is it optional?

Residents who have been through it describe the upgrading as mandatory rather than opt-in. That makes sense given that it is block infrastructure rather than a per-flat improvement, but it does mean the useful question is not whether to accept it, it is when yours is scheduled, and the answer to that is in your notice letter.

How it fits with HIP and NRP

HDB’s own Home Improvement Programme page notes that the electrical load upgrade is carried out after HIP works, where necessary , see HDB’s Home Improvement Programme. Loading works also appear alongside the Neighbourhood Renewal Programme in residents’ notices.

The practical consequence for anyone renovating: if your estate is in one of those programmes, the loading upgrade may be closer than you think, and it is worth asking before committing to a permit route that a few months of patience would remove.

Can you go beyond 40A?

A live question in Singapore forums, and one no commercial page answers. The honest version has two halves.

The supply is not yours to buy. What comes into your unit is set by the block’s infrastructure and by HDB, not by whoever you engage. Anything beyond the standard arrangement is a question for HDB about your specific block, and any contractor promising otherwise is promising something they do not control.

What can be changed is how you use what you have. Rearranging circuits, giving heavy appliances their own dedicated circuits so they are protected properly, and using load-managing equipment, particularly for home EV charger installation, where a charger that moderates its own draw can make an otherwise marginal supply workable.

Not upgraded, and you want air-conditioning now

You are not stuck. This is a live Reddit thread on this exact search and it deserves a straight answer.

A flat without higher loading can still have air-conditioning installed, what changes is that a new 15A point brings the HDB permit requirement described above. So the route is: confirm the loading status, have your Licensed Electrical Worker establish what the existing supply and board can carry, and handle the permit as part of the job rather than discovering it midway.

Loading and your DB box are different questions

Confusing the two is one of the more expensive mistakes in a Singapore renovation.

Loading is how much current your unit can draw in total. Ways are how many circuits your distribution board can hold. A modern board with six spare ways on a 30A supply gives you somewhere to connect new circuits and no extra capacity to feed them. Adequate loading with a full board is the opposite problem, and the fix is a board upgrade, circuit breaker and DB box work rather than anything to do with HDB.

Planning a renovation around loading

Check first, design second. The order matters because the loading answer changes what is possible, what needs a permit, and in some cases what the kitchen can contain.

The sequence that avoids variation orders: confirm loading status; list the heavy appliances you actually intend to install; have the board and circuits assessed against that list; then let the designer draw. Is electrical loading the same as having spare ways in my DB box?

No, and confusing the two is expensive. Loading is how much current your unit can draw in total, a supply question. Ways are how many circuits your distribution board can accommodate, a board question. You can have a large modern board with plenty of spare ways sitting on a 30A supply, in which case you have somewhere to connect new circuits but no additional capacity to feed them. You can equally have adequate loading and a full board, in which case the fix is board work rather than a supply question. A competent quote for a renovation should address both, separately.
