The short version

Start by counting, not by guessing. Ceiling lights flickering Singapore searches usually begin with a single fitting. One fitting flickering points at the lamp, its driver or its fitting. One room points at a shared connection. The whole flat points at the main connection or the board. The whole building is not yours at all. That single question narrows the cause faster than any list of causes, and if anything is warm, smells hot, or is browning, stop and skip to when it matters.

Start by counting: how much is flickering?

Every page on this search gives you a list of causes. None gives you a way to tell which one is yours. Scope does that in about ten seconds, because each of the four answers points at a different part of the installation.

One light only

The lamp, its LED driver, the fitting, or that fitting’s switch. This is by far the most common case and by far the least alarming. Two free tests eliminate most of it, and they are in the next section.

One room, or several fittings on one circuit

This is the case that most deserves attention. Several fittings misbehaving together points at something they share, a connection at a junction, a switch, or a terminal somewhere on that lighting circuit. A loose connection is the classic culprit, and it is also the one that generates heat, which is why this scope is the one to take seriously rather than live with.

The whole flat

Points upstream: the main connection, the distribution board, or a large load starting somewhere in the flat. If it coincides with the air-conditioner or the washing machine kicking in, see the section on appliances below. If it happens at random and is getting worse, that is a board-level look, diagnosing and repairing the DB box.

The whole building

Not yours. Building-wide flicker points at the supply or at common services, and if the corridor and staircase lighting is included then it is common property, the town council’s or the managing agent’s, at no cost to you. It can also be a voltage dip, a brief network-side drop that EMA tracks as a power-quality measure. Report it; do not pay someone to tell you the same thing. The two free swaps that eliminate half the causes

Before anyone is called, do these two things. They cost nothing, take five minutes, and between them they settle whether the problem is the lamp or the installation.

One: put a different lamp in the flickering fitting. If the flicker stops, it was the lamp. Two: put the suspect lamp in a fitting that works. If the flicker follows the lamp, same conclusion, confirmed.

An electrician Singapore homeowners call will ask exactly this. If the flicker stays with the fitting regardless of which lamp is in it, you have learned something genuinely useful and worth telling whoever attends, that is the difference between a diagnostic visit and a repair visit.

Do LED bulbs flicker when they are dying?

Yes, but not in the way filament bulbs taught everyone to expect. LEDs rarely fade gently to nothing. What usually fails is the driver, the small electronics package that conditions the supply: and driver failure shows up as flicker, a delayed start, or a lamp that behaves when cold and misbehaves once warm.

So flicker in a lamp that has worked for two years is a plausible end-of-life signal. Flicker in a lamp installed last week is much more likely to be a dimmer mismatch or the fitting.

Why a brand-new LED flickers or starts slowly

A Singapore home group thread asking exactly this ranks on this search, which suggests it is more common than the guidance admits. Three explanations, none of which means the lamp is faulty.

The dimmer. Many dimmers were designed for filament loads and behave badly with the tiny loads LEDs present, flicker at low settings, a hesitant start, or a buzz. Mixed lamp types on one circuit, where one driver disturbs another. An illuminated or electronic switch passing a trickle of current through the lamp.

LEDs and dimmers: what to check before you buy

The guidance that would prevent most of these calls is purchase-time rather than diagnostic. If a circuit is dimmed, buy lamps marked dimmable and check the lamp maker’s compatibility list against your actual dimmer. If you are replacing a dimmer, buy one specified for LED loads rather than assuming the old one will cope. And keep lamps on one circuit consistent: same make, same type, which costs nothing at the time and removes an entire category of mystery later. Related: smart switches and doorbell wiring. Flicker when switch is off: the LED that glows with nothing switched on

Five separate Singapore community threads rank on this one search, and one weak commercial page addresses it. So here it is properly. There are three usual explanations and they are worth telling apart.

Switched neutral, illuminated switches and induced voltage

A switched neutral. If the switch interrupts the neutral rather than the live conductor, the lamp remains connected to live even when switched off, and a small leakage current can make a sensitive LED glow or blink. This is the one worth having checked, because a switch that does not isolate live is a hazard for whoever next changes that lamp, including you.

An illuminated switch. The kind with a small neon or LED indicator passes a trickle of current through the lamp to light its own indicator. A filament bulb absorbed that invisibly. An LED, which needs almost nothing to produce visible light, does not.

Induced voltage. A long cable run alongside other live cables can pick up enough energy to excite a very sensitive driver. More common with long runs and low-cost drivers than most people expect.

Is it dangerous?

Usually not, in itself, a glowing LED is drawing a trivial amount of current. The exception is the switched-neutral case, because the safety assumption people make when changing a lamp ("the switch is off, so it is dead") is wrong in that arrangement. If your lamp glows when off, treat the fitting as live until an electrician has established otherwise.

Flicker alone, in one fitting, with nothing warm and nothing smelling, is annoying rather than dangerous. Lamp, driver or dimmer. Fix it when convenient.

The signs that change the answer

Any one of these turns it into something to act on today: heat at a switch or fitting; a smell of hot plastic; browning or scorching around a faceplate; a buzzing or crackling sound; or flicker across several fittings on the same circuit.

Those point at a loose or deteriorating connection, and a loose connection is how heat is made inside a wall. In that combination, stop using the circuit and have it looked at, electrical fault diagnosis and repair is the relevant service, and EMA’s general guidance on EMA on electrical safety is worth a read.

Flicker that follows an appliance

Lights dimming as the air-conditioner or washing machine starts is usually normal physics, not a fault. Motors draw a surge of current at the moment they start, and everything else on the circuit sees a brief dip.

It is worth attention when the dip is getting more pronounced over time, when small loads start causing it, or when it coincides with heat or smell anywhere. In an older block, repeated dimming under heavy load can also point at the supply rating rather than a fault, see whether your block's supply is still 30A.

When the flat trips as well as flickers

What you may do yourself, and what you may not

Yours: changing a lamp, swapping lamps between fittings, and observing what changes. Not yours: the switch, the fitting, the ceiling rose, the junction box, the board, or anything on a dedicated circuit. All of that is electrical installation work restricted to a Licensed Electrical Worker under EMA’s rules on engaging licensed electrical workers, and HDB is explicit on the same point for accessories in flats.

What it costs to have looked at

Published Singapore ranges, collected 18 August 2026: an ordinary-hours call-out or minimum charge of roughly S$40–80, plus about S$10 per visit fuel surcharge. That call out fee is the number worth planning around. The circuit may have a mix of lamp types, in which case one driver can be disturbed by another. Or the fitting may have an illuminated or electronic switch feeding a trickle of current through it. If a new LED flickers, swapping it for another new LED of a different make is a genuinely useful five-minute test before assuming anything about your wiring.

Why are the lights in my building flickering?

If it is genuinely the whole building rather than your flat, it is not your installation and there is nothing in your distribution board to investigate. Building-wide flicker points at the supply or at common services: and if corridor and staircase lighting is included, that is common property and belongs to the town council or the managing agent, at no cost to you. Brief flicker across a whole area can also be a voltage dip, which is a network-side event that EMA tracks as a power-quality measure. My lights dim when the air-conditioner starts. Is that a fault?

Usually not, and it is one of the more reassuring patterns. It is worth attention only when the dip is getting more pronounced over time, when it happens with small loads that should not cause it, or when it coincides with heat or smell anywhere in the installation. In an older flat, repeated dimming under heavy load can also point at the supply rating rather than a fault.

Can I change the light switch or fitting myself?

Changing a lamp is entirely yours. Changing a switch, a light fitting or anything connected to fixed wiring is not: that is electrical installation work restricted to a Licensed Electrical Worker under EMA rules, and HDB is explicit that only a licensed electrician may replace socket outlets. So the useful boundary for a flickering light is: swap the lamp, try the lamp in another fitting, try a different lamp in the flickering fitting, note what changes. Everything past the faceplate is somebody else’s job, and you can check that person’s licence yourself in about a minute.

Work out the boundary before you pay anyone. Two of these three outcomes cost you nothing, and calling a private electrician for either of them is the most common avoidable electrical bill in a flat.
