The short version
Start by counting, not by guessing. Ceiling lights flickering Singapore searches usually begin with a single fitting. One fitting flickering points at the lamp, its driver or its fitting. One room points at a shared connection. The whole flat points at the main connection or the board. The whole building is not yours at all. That single question narrows the cause faster than any list of causes, and if anything is warm, smells hot, or is browning, stop and skip to when it matters.
Start by counting: how much is flickering?

One light only

This is the case that most deserves attention. Several fittings misbehaving together points at something they share, a connection at a junction, a switch, or a terminal somewhere on that lighting circuit. The whole flat
Points upstream: the main connection, the distribution board, or a large load starting somewhere in the flat. The whole building
Not yours. Building-wide flicker points at the supply or at common services, and if the corridor and staircase lighting is included then it is common property, the town council’s or the managing agent’s, at no cost to you. It can also be a voltage dip, a brief network-side drop that EMA tracks as a power-quality measure. Report it; do not pay someone to tell you the same thing. The two free swaps that eliminate half the causes
Before anyone is called, do these two things. They cost nothing, take five minutes, and between them they settle whether the problem is the lamp or the installation.
One: put a different lamp in the flickering fitting. If the flicker stops, it was the lamp. Two: put the suspect lamp in a fitting that works. If the flicker follows the lamp, same conclusion, confirmed.

Do LED bulbs flicker when they are dying?
Yes, but not in the way filament bulbs taught everyone to expect. LEDs rarely fade gently to nothing. What usually fails is the driver, the small electronics package that conditions the supply: and driver failure shows up as flicker, a delayed start, or a lamp that behaves when cold and misbehaves once warm.
So flicker in a lamp that has worked for two years is a plausible end-of-life signal. Flicker in a lamp installed last week is much more likely to be a dimmer mismatch or the fitting.
Why a brand-new LED flickers or starts slowly

The dimmer. Many dimmers were designed for filament loads and behave badly with the tiny loads LEDs present, flicker at low settings, a hesitant start, or a buzz. Mixed lamp types on one circuit, where one driver disturbs another. An illuminated or electronic switch passing a trickle of current through the lamp.
LEDs and dimmers: what to check before you buy
The guidance that would prevent most of these calls is purchase-time rather than diagnostic. If a circuit is dimmed, buy lamps marked dimmable and check the lamp maker’s compatibility list against your actual dimmer. If you are replacing a dimmer, buy one specified for LED loads rather than assuming the old one will cope. Flicker when switch is off: the LED that glows with nothing switched on
Five separate Singapore community threads rank on this one search, and one weak commercial page addresses it. So here it is properly. There are three usual explanations and they are worth telling apart.
Switched neutral, illuminated switches and induced voltage
A switched neutral. If the switch interrupts the neutral rather than the live conductor, the lamp remains connected to live even when switched off, and a small leakage current can make a sensitive LED glow or blink. This is the one worth having checked, because a switch that does not isolate live is a hazard for whoever next changes that lamp, including you.
An illuminated switch. The kind with a small neon or LED indicator passes a trickle of current through the lamp to light its own indicator. A filament bulb absorbed that invisibly. An LED, which needs almost nothing to produce visible light, does not.
Induced voltage. A long cable run alongside other live cables can pick up enough energy to excite a very sensitive driver. More common with long runs and low-cost drivers than most people expect.
Is it dangerous?
Usually not, in itself, a glowing LED is drawing a trivial amount of current. The exception is the switched-neutral case, because the safety assumption people make when changing a lamp ("the switch is off, so it is dead") is wrong in that arrangement. If your lamp glows when off, treat the fitting as live until an electrician has established otherwise.
